D. HEARING OF ANY MATTER OF PUBLIC INTEREST UPON REQUEST OF ANY PERSON PRESENT – Each person addressing the board shall give his/her name, address and organization or firm represented, if any. He/she shall speak for a period not to exceed three (3) minutes; though, additional time may be granted by the presiding officer or the board.

E. INTRODUCTIONS, READINGS, AND PASSAGE OF BILLS AND RESOLUTIONS

Pursuant to RSMo. 79.130, the following bills will be read by "title" only. Copies will be available to the General Public at City Hall, in the City Clerk’s office, and at the Board of Aldermen meeting in the Council Chambers on Monday, December 16, 2002.

Bill No. 5147, AN ORDINANCE GRANTING A CONDITIONAL USE PERMIT TO "THE DAILY PERC" WHICH ALLOWS SALES AT RETAIL OF COFFEE TO GO IN A DRIVE-THROUGH OPERATION AT 2944 SOUTH BRENTWOOD BOULEVARD; APPROVING A SITE DEVELOPMENT PLAN FOR 2944 S. BRENTWOOD BLVD; PROVIDING FOR THE ENFORCEMENT OF THIS ORDINANCE; AND, ESTABLISHING THE EFFECTIVE DATE OF THIS ORDINANCE.

Bill No. 5148, AN ORDINANCE AMENDING CHAPTER 25 OF THE REVISED CODE OF THE CITY OF BRENTWOOD, MISSOURI BY AMENDING SECTION 25-23(4) TO ADD A NEW REQUIREMENT FOR NOTIFICATION OF A PENDING REZONING, DEVELOPMENT OR USE OF PROPERTY; TO INCREASE THE NOTIFICATION DISTANCE FOR A PUBLIC HEARING; PROVIDING FOR THE EFFECTIVE DATE OF THIS ORDINANCE; AND PROVIDING FOR THE REPEAL OF ALL CONFLICTING ORDINANCES.

Bill No. 5149, AN ORDINANCE AMENDING CHAPTER 25 OF THE REVISED CODE OF THE CITY OF BRENTWOOD, MISSOURI BY DELETING THE CURRENT ARTICLE VI, DIVISION 8 AND ADDING A NEW ARTICLE VI, DIVISION 8 PERTAINING TO FLOODPLAIN MANAGEMENT; PROVIDING FOR THE EFFECTIVE DATE OF THIS ORDINANCE; AND PROVIDING FOR THE REPEAL OF ALL CONFLICTING ORDINANCES.

Bill No. 5150, AN ORDINANCE AMENDING CHAPTER 14 OF THE REVISED CODE OF ORDINANCES OF THE CITY OF BRENTWOOD, MISSOURI BY ADDING A NEW PARAGRAPH TO SECTION 14-1038, SCHEDULE LL, NO PARKING EXCEPT BY PERMIT; PROVIDING FOR THE CURRENT MAINTENANCE OF THIS CODE; PROVIDING FOR THE EFFECTIVE DATE OF THIS ORDINANCE AND PROVIDING FOR THE REPEAL OF ALL CONFLICTING ORDINANCES.

Bill No. 5151, AN ORDINANCE AMENDING CHAPTER 14 OF THE REVISED CODE OF ORDINANCES OF THE CITY OF BRENTWOOD, MISSOURI BY DELETING SECTION 14-17 (a), (b), (c) AND (d) 1, AND SECTION 14-19 (a), AND ENACTING IN LIEU THEREOF A NEW SECTION 14-17 (a), (b), (c) AND (d) (1), AND SECTION 14-19 (a), AS IT RELATES TO SKATEBOARDS, GO-CARTS AND MINI-BIKES; PROVIDING FOR THE CURRENT MAINTENANCE OF THIS CODE; PROVIDING FOR THE EFFECTIVE DATE OF THIS ORDINANCE AND PROVIDING FOR THE REPEAL OF ALL CONFLICTING ORDINANCES.

Bill No. 5152, AN ORDINANCE ADOPTING THE ANNUAL BUDGET FOR THE CITY OF BRENTWOOD FOR THE CALENDAR YEAR 2003; AND PROVIDING FOR THE EFFECTIVE DATE OF THIS ORDINANCE.

Bill No. 5153, AN ORDINANCE APPROVING AN AMENDMENT TO THE RANKIN REDEVELOPMENT CORPORATION DEVELOPMENT PLAN AND DEVELOPMENT AGREEMENT BY AUTHORIZING AN ADDITIONAL FIVE YEARS OF LIMITED TAX ABATEMENT; AND AUTHORIZING SUCH OTHER ACTION AS IS NECESSARY TO CARRY OUT THE DEVELOPMENT PLAN; ALL PURSUANT TO THE URBAN REDEVELOPMENT CORPORATIONS LAW.

Bill No. 5154, AN ORDINANCE AUTHORIZING THE MAYOR ACTING ON BEHALF OF THE CITY OF BRENTWOOD, MISSOURI TO ENTER INTO A LEASE AGREEMENT WITH VILLAS AT BRENTWOOD, L.P., A TEXAS LIMITED PARTNERSHIP, 1919 POST OAK PARK DRIVE, #3101, HOUSTON, TEXAS 77027.
